Wanting to do pink and white bags of candy for party favors for my 2 year olds bday party. Suggestions?

I wanted to do jelly belly's as they would be cheapest and easiest, but don't want to give out something that will pose as a choking hazard. Should I just give them anyway to the parents, and they can decide whether to give them to their children, or should I pick something else? I just don't want to give out the typical cheap party favor toys that you always get and then throw away. Any suggestions are appreciated :)
