Why does God blame Satan for all the evil in the world when he's partly responsible ?

Believers, if you say Satan is the root of Evil then if God is all knowing and powerful, he would certainly know that Satan would be pure evil and a threat to humankind , then doesn't that make him evil as well ? Why blame Satan for all the evil in the world when he's partly responsible since he created him knowing all what was going to happen ?
